The Environmental Control Committee: A Team That Keeps Our Community a Desirable Place to Live

The Environmental Control Committee (ECC) upholds community standards by reviewing homeowner applications, ensuring compliance with governing documents, and making updates to enhance property values and safety.

The Environmental Control Committee (ECC) helps keep our community beautiful and our property values high by following important rules in our governing documents. The ECC plays a key role in San Diego Country Estates. It uses clear standards to guide how homeowners can make changes to their homes and lots.


Homeowners who wish to make changes to their homes or properties must first fill out an application. This form is available on the SDCEA.net website or through AppFolio. Once the application is received, it is added to the agenda for the ECC meeting. The ECC meets twice a month, usually on the first and third Tuesdays. At the meeting, the committee reviews the application and makes a decision. They can approve it, approve it with some changes, or deny it. If changes are needed, the ECC tells the homeowner exactly what to do. Even if the application is denied, they advise on how to get it approved later.


Homeowners are also welcome to attend the ECC open sessions at the Administration Office at 11 am on meeting days. There, they can listen, ask questions, or even get a private consultation about their application.


Recently, the ECC made an important change to one of its rules. They now allow pedal-assist electric bikes on easements and course trails, as long as they do not go faster than 10 miles per hour. This change was made for safety reasons. The ECC is also working on updating the Handbook, and they expect to finish the update by the end of the first quarter.

Thomas Campbell, the CRD Supervisor, mentioned that the ECC has an opening on their team. He encourages people with experience in engineering, architecture, or real estate to apply. This knowledge helps the committee members understand how changes to homes and lots can keep or even increase property values.


The work of the ECC makes our neighborhood a better place to live. By following clear rules and working together, the ECC helps ensure that our community remains both beautiful and valuable for everyone.
