Community Guidelines


Welcome

The primary focus of the Community Relations Department (CRD) is to actively engage with owners to facilitate property improvements, and to encourage adherence to the community’s standards. With more than 3,400 homes in our community, CRD conducts inspections regularly and informs owners when there are concerns that do not conform with the standards of the Association’s governing documents.


Department personnel enjoy partnering with owners to discuss improvement requests to their property, such as landscaping, new buildings or additions, driveways, sheds, pools, gazebos, awnings, porches, painting, ADUs, solar panels, fences, and so much more. (See the definition for “improvements” in Article 1 Definitions of the CC&Rs). Before you begin your next project, please contact CRD for guidance through the review process.     Covenants, Conditions, and Restrictions (CC&Rs)


    The CC&Rs provide the Declaration that created the master planned community, the Articles of Incorporation, the By-Laws, and conditions of property maintenance and use.


    SDCEA Handbook (ECC Rulebook)


    The Handbook contains the set of rules for maintenance and improvement on properties in the Association. The rules are meant to further clarify the conditions expressed in the CC&Rs but shall not conflict with the CC&Rs. The rules are proposed by the ECC and adopted by the Board of Directors.

  • Project Applications

    When planning to make improvements on your property, start by selecting one of the project applications below for the ECC to review and approve. All projects require ECC approval before work can begin. (See CC&R Article IV Section 8, and Article I Definitions “improvements.”)


    Completed applications can be submitted to the Community Relations Department at CRDdept@sdcea.net or by mail at 15910 Avenel Lane, Ramona, CA 92065. The CRD will confirm receipt of the application and will mail a letter with the decisions of the ECC.



Request for Permit

Permits are granted for short-term exceptions to concealment requirements. Reference the SDCEA Handbook for rules regarding concealment requirements.

Quick Reference

  • Trash Cans/Dumpsters can only be visible on the day of trash collection and may be staged the day before, after 6pm.
  • RVs/Trailers can be parked on a property or street 48 hours before and 48 hours after use, for loading and unloading.


If you plan to have an RV, Trailer, or Dumpster visible outside of these concealment times, please submit a request for a permit. Permit requests can be emailed to CRDdept@sdcea.net or fill out the form below. Be sure to include the start and end dates for the permit. CRD will follow up with instructions for posting your permit.


Permit Request

The committee is established by the Association’s CC&Rs Article IV. It is composed of three members who serve three-year terms. The committee meets twice per month, on the first and third Tuesdays. 

The committee is here to assist owners who want to make exterior modifications to their home and/or property. It is responsible to review all exterior modification requests to ensure they conform with the standards outlined in the Association’s governing documents.

ECC approval is required for all modifications and the committee is available to meet with owners by appointment to discuss project details and provide recommendations. If you have questions or require assistance, please feel free to contact CRD to schedule an appointment. It’s always a best practice to check beforehand.

The CRC was established by the Association in 2001.  Its purpose is to meet with owners regarding standards enforcement and consider remedial measures to encourage owner conformance. 


The committee is composed of an odd number of members, with up to 5 positions. The committee meets at least once per month.
