To answer one of the biggest questions lets start with the various functions of the different departments connected with the CC&Rs and their enforcement.
The Community Relations Department (CRD) is made up of a manager, inspector, office staff and Patrol personnel. Our office generates violation notices for non-compliance of the CC&Rs, and the ECC Rule Book, we also patrol and protect the Association common areas.
The Community Relations Committee (CRC) is the appeal committee. This committee is made up of five members all of whom are volunteers. An ECC member is also present at the Hearings. The CRC meets twice a month with homeowners who have received violation notices.
The Environmental Control Committee (ECC) is made up of three volunteers, who donate their time to this committee. They approve new home construction, improvements, re-landscapes, etc. If for some reason you do not complete a project within the allotted timeframe, the ECC sends the CRD information and we notify you there may be a violation and send you an appeal hearing notice.
If you receive a notice from the CRD about your landscaping or weeds, etc., give us a call. We are here to help you and your neighbors maintain a beautiful community. In many cases you will directed to the ECC for a longer timeframe or extension. We are here to help you achieve a beautiful home and yard, which will ultimately add to the entire community.
We have a CR Patrol to make the rounds to deter any illegal activity, such as vandalism, theft, etc, around our common areas, golf course, equestrian center, western center, pools, park, restaurant, inn, and all office spaces. Patrol has no authority to arrest or detain they are to observe and report and by their presence detour crime at our facilities. They have no authority on our streets. If you see illegal activity you can call the Sheriff at 789-1200 Sheriff-Emergency.
The patrol cannot stop any domestic problems nor do they have any authority concerning domestic violence. Listed below are their duties.
SDCEA Patrol Duties
Guard SDCEA premises to prevent fire, theft, vandalism and illegal entry.
Continuously patrol the Inn and golf course premises for intruders.
Patrol and inspect, CTWC, IEC, Ramona Oaks Park, San Vicente Golf Course, Lodge, Tennis Courts, Pools, offices and buildings of the Association.
Examine doors, windows and gates.
Lock and unlock doors.
Inspect Patrol equipment.
Continuously inspect are for unsafe conditions such as broken lights, slick areas, etc. Log all activity during shift.
Verify Banks with oncoming shifts and end of service.
Supervise the pool area and assist on-duty lifeguards. |
